Srinagar, Aug 06 (KNO): More than 9.79 lakh vehicles in Jammu & Kashmir were categorised as active non-compliant as on July 24, 2026 under the Centre's newly introduced Vehicle Classification Framework, marginally exceeding the number of compliant vehicles in the Union Territory, the Lok Sabha was informed on Thursday.
Replying to a question raised by Dr Sambit Patra, Union Minister for Road Transport and Highways Nitin Jairam Gadkari, as reported by the news agency—Kashmir News Observer (KNO), said that as on July 24, 2026, Jammu & Kashmir had 9,71,828 active compliant vehicles and 9,79,102 active non-compliant vehicles, taking the total number of active vehicles in the UT to 19,50,930.
The minister said the figures have been compiled under the Vehicle Classification Framework, notified by the Ministry with effect from April 1, 2026, which classifies vehicles as Active-Compliant, Active-Non-Compliant, Temporary Archive and Permanent Archive based on parameters such as registration validity, fitness certificate, insurance and Pollution Under Control Certificate (PUCC).
Gadkari informed the House that the Ministry has developed technology-enabled platforms including VAHAN, SARATHI and the e-Challan system to facilitate uniform implementation of the Motor Vehicles Act across the country, while enforcement of the Act and traffic rules is carried out by the respective State Governments and Union Territory Administrations.
"Electronic monitoring and enforcement of road safety is being carried out under the provisions of the Motor Vehicles Act and the Central Motor Vehicles Rules, with transport-related services liable to be withheld in cases where e-challans remain unpaid within the prescribed time," he added—(KNO)
